Based on a two-year investigation, the International Confederation of Music Publishers (ICMP) has found that major tech companies are engaged in the unlicensed theft of millions of copyrighted songs on a massive, global scale. This stolen intellectual property is being used to train for-profit generative AI programs, with offenders including Google, Meta, OpenAI, and X.

The ICMP's director general has labeled this infringement, affecting artists from The Beatles to Beyoncé, as the "largest IP theft in human history." Music publishers warn that this is not a victimless crime, as it directly threatens the livelihoods of songwriters and undermines the entire system of royalties that copyright law is meant to protect.
